- Preheat oven to 350°F (175°C) and grease an 8-inch square baking pan.
- In a bowl, whisk together flour, sugar, baking powder, and salt.
- In another bowl, cream softened butter and granulated sugar until light and fluffy (about 3-4 minutes).
- Add eggs one at a time while mixing on low speed; scrape down the sides as needed.
- Gradually mix in dry ingredients alternately with milk until just combined.
- Gently fold in chopped strawberries.
- For the streusel topping, mix brown sugar, flour, cinnamon, and cold butter until crumbly.
- Pour half the batter into the pan, layer half the streusel on top, add remaining batter, then top with leftover streusel.
- Bake for 40-45 minutes until golden brown. Cool for 15 minutes before slicing.
