- Preheat oven to 350°F (175°C).
- In a large bowl, mix the chocolate cake mix, eggs, water, and oil until smooth.

- Pour sweetened condensed milk over the poked areas and let it soak in.
- Drizzle chocolate syrup on top once cooled completely.
- Spread whipped topping evenly over the cake and add any desired garnishes.
- Refrigerate for at least one hour before serving.
