- Melt butter and half of the chocolate chips in a microwave-safe bowl until smooth.
- In another bowl, whisk together granulated sugar, brown sugar, and eggs until frothy. Stir in vanilla extract.
- Sift together flour, cocoa powder, and baking powder; fold into the wet mixture gently.
- Add remaining chocolate chips and mix until combined.
- Spoon batter into muffin tins, filling each about three-quarters full.
- Bake for 12-15 minutes or until a toothpick comes out with moist crumbs.
